The Speaker of the upper house of Parliament touched upon this issue at the 5th session of Majlisi Milli Majlisi Oli.
Speaking at the 5th session of the upper house of Parliament, which was held in Dushanbe on January 25, Rustam Emomali had instructed Prosecutor General Yusuf Rahmon to put an end to the torture of detainees, the press office of Majlisi Milli Majlisi Oli reported.
The Speaker of the upper house of Parliament highlighted the importance of putting an end to cruel, inhuman or degrading treatment of detainees, who had committed crimes, as well as prisoners serving sentences.
Special emphasis was placed on preventing unlawful behaviour and breaches of military rules in the army. Rustam Emomali instructed the Prosecutor General to strengthen control over juvenile delinquency. In this context, he noted that strict measures should be taken to prevent group fights and knife crimes.
As was reported, the First Forum on Prison Reform, organized by the Government of Tajikistan jointly with the expert organisation Penal Reform International, took place in Dushanbe in November 2019.
