E-scooter riders in Kazakhstan required to have driver’s license

On May 10, members of the lower house of the Parliament of Kazakhstan adopted amendments to the law on road traffic management, which classify electric scooters as vehicles, RuNews24 reported.

The new law stipulates that the maximum speed allowed on an electric scooter on sidewalks should not exceed 6 kph, and an electric scooter can reach a maximum speed of 25 kph on bikeways and roadsides. Electric scooters can be ridden on the extreme right lane of the roadway, but an e-scooter rider must be of legal age and have a driver’s license of any category. Wearing a helmet and reflective clothing is compulsory.

A parliamentarian Ekaterina Smyshlyaeva noted that such a measure would protect pedestrians, but acknowledged that it would be difficult to ensure compliance with these regulations. E-scooter riders move on sidewalks at a speed which is almost equal to that of pedestrians.
