Tokayev urges to conduct public opinion polls without trusting formal reports

To implement this idea, the President’s Office must start working out a package of efficient initiatives.

On September 1, President of Kazakhstan Kassym-Zhomart Tokayev raised the sensitive issue regarding the slack in the implementation of the regional social and economic strategy in his message to the people, along with other important issues. In particular, the President put forward the idea of establishing a direct relationship between ordinary people and the authorities, the press office of Akorda reported.

Evaluating the work done by the local authorities, Tokayev noted that the dominant principle of the “listening state” was the efforts of the state structure to uphold the interests of citizens. Akimats should listen to people and solve their problems quickly. However, there was no such practice in most cases, and the top management had to adjust their decisions or do everything for them, the President emphasised.

The President emphasised that the heads of regional administration were unable to take decisive steps independently, they acted with the centre in mind, and this was largely due to the weak accountability of akims to the people. Citizens were not engaged in the evaluation of their work, and it was therefore necessary to revive the mechanism for assessing the work of heads of regional administration at all levels, the President said.

In this regard, the driving force is independent public opinion polls. The President noted that they would present a fair picture of the true attitude of people to the quality of work done by the outposts of the authorities, since the voice of people was heard directly, not through formal reports. In this context, the President instructed that his staff submit a number of proposals for the implementation of this social project.
