Starting from November 2023, citizens of Kyrgyzstan may get registration at the place of stay in the Russian Federation in accordance with the new rules. Rossiyskaya Gazeta reports the details of the new rules.
Citizens of the Kyrgyz Republic may legally get migration registration through notification registration. This means that they may notify the migration registration authorities electronically at the place of temporary residence about their arrival and the arrival of their minor children without involving apartment tenants.
According to Rossiyskaya Gazeta, migration registration of citizens of Kyrgyzstan in Russia has been a problem for several years. In 2018, Russia banned the registration of foreign citizens at the legal address of the organisation for which they work. The only option to legally stay in the country is to register at the place of residence within 30 days. But apartment owners often do not register foreigners because they do not want to pay additional taxes.
Changes in this sphere took a long time: this issue was discussed between the Governments and the Ministries of Internal Affairs of the two countries. Minister of Labour, Social Security and Migration of Kyrgyzstan Kudaibergen Bazarbayev and RF Minister of Internal Affairs Vladimir Kolokoltsev discussed this problem in 2022.
