Citizen of Kazakhstan appeals government agreement to court

The lawsuit was filed for the legality of the memorandum of cooperation in digital transformation.

On September 13, an activist Sanavar Zakirova went to court because she considered the Memorandum of Cooperation in the Implementation of Digital Transformation Projects in the Republic of Kazakhstan illegal. Prime Minister of the Republic of Kazakhstan Askar Mamin and CEO and Chairman of the Executive Board of SBER Group (Russia) Herman Gref signed the document on September 3, the plaintiff wrote on her Facebook page.

Zakirova wrote that the adopted document contradicted the Basic Law of the Republic. In her opinion, the memorandum “is a threat to the security of citizens of the Republic”.

As was reported, the Government of Kazakhstan and the SBER Group officially launched the creation of a digital government platform at the Eastern Economic Forum. Many specialists in Kazakhstan, who had not heard anything about this up to this point, came out with criticism. They expressed surprise at the choice of a partner and doubts that the personal data of subscribers in Kazakhstan would be safe.

According to press reports, immediately after this, Minister of Digital Development of Kazakhstan Bagdat Musin explained that SBER, as a partner, would provide only the source codes, while the databases would be located in Kazakhstan, so that Russian specialists would have no access to them.

During the signing ceremony of the memorandum, President of Kazakhstan Kassym-Zhomart Tokayev emphasised that the implementation of this strategic project contributed to improving the quality of life of citizens and the business climate.
